I have a lenovo T430 with win 10 pro installed and activated using the built in 8.1 pro key in the bios. If I install linux and blow away the windows install, will I still be able to activate again if I install windows 10 after the 29th?

You have to update to Windows 10 before the 29th to get the entitlement. If you reinstall on the same hardware after that you will have the automatic activation.

Download the Win 10 Anniversary update (due to start rolling out Aug 2nd).

In this, under settings > activation, you can link your Win 10 "digital entitlement/licence" to your/a specific MS account and link this to your PC. If you need to upgrade hardware / reinstall, you don't need to reactivate over the phone anymore, just sign your new PC/installation up to your MS account and the digital entitlement/licence attached to it.

Makes things like upgrading hardware *much* more sensible and straight forward.
