No issues here.

Who is your ISP?

Are you using a VPN?

What DNS are you using?

Hotmail got merged into outlook many years ago, but it still 'works' for me.

Which website are you trying to go to?

What happens when you try to access it?

I noticed I'm also having problems signing in to the Outlook website on my phone browser (iOS). Basically at the prompt I enter email address then choose the password option it seems to accept the password and the Outlook animated splash icon shows for a few seconds before returning to the Outlook.com landing page. I find if I use non password methods it has a better chance of successfully logging in but still not perfect.

For me it's been broken ever since they A/B tested a new login flow about a week ago(seems to have been as a one off so perhaps a glitch). I haven't tried myself as I have signed in other places but have you tried clearing browser cookies?

I've been having issues lately on my home PC where I click sign in, and it just loops me back to the same page again. Using incognito seems to get around it but annoying.

Most likely a cookie issue somewhere........

I browsed to www.msn.co.nz then clicked the "sign in" icon, it signed me in automatically then I typed in outlook.com in the search/address bar, it prompted me for my email address, didn't ask for password and was able to load Outlook successfully. /shrugs

No problems here with uBlock Origin on the browser and pi-hole DNS filter on the network.
