what the??? is it a common bug or something wrong with mine system? (using ie8 32 bit i presume as there is flash)

UAC off (if that makes a difference - surely not!)

I can open as many tabs as I want here...

Do you have any add-on, toolbar, etc installed? This could be causing problems... Remember even Skype install those things (for example the Skype add-on converts phone numbers on every page to a "callto:" link).
