I have this file that I cannot delete. In normal Windows mode, the following Window comes up, despite the file not being opened (as far as I'm aware):


In Safe Mode, when I delete the file the Recycling File window opens, only to stay on 'Discovering items'.

How do I actually get rid of this file?

Boot off a live CD (ubuntu etc) - delete it from there :)

This.

You could try booting into "safe-mode with command window" and delete it from there.  
 
Or boot from a Windows recovery/install disk and fire up a command window from the recovery prompt. 
 
Shells ftw.

Oh, look. A court order telling me to disclose private details of this person who allegedly downloaded some TV episodes. What do you mean evidence, besides that screenshot?

Managed to delete the file by shutting down explorer.exe and doing the appropriate commands in Command Prompt.
