I'm would like to know what areas of Wanganui are good to go with fibre.
My farther won't tell me (he is the one in charge of the Wanganui fibre contract for the council) and I don't know where to look to find out where.

Coverage seems very limited.

Here is a great place to check coverage for ADSL/2+ and fibre.

We had a group installing fibre staying at a motel north of Auckland who left a whole slew of maps behind laying out the whole network and where it was going...I thought "It can't be that important to them", but apparently it is to your father.
