A bit dramatic surely? Whilst not a smart thing to do, I would hardly consider this anywhere near the scale of 'assault'. 

Key is well known for his 'public awkwardness', but anyone who thinks there was any kind of malice intended here is drawing a very long bow IMHO. 

My take is he was probably just trying to be playful and kid around - obviously missed the mark by some way however...

Well, this is the same PM who joked that maybe the Brazilian president wouldn't want to invite what's-his-name murderer/molester that escaped there when he met her for an official conference. I hate formality myself, but even I know where the line is.

Assault consist of an act intended to cause an apprehension of harmful or offensive contact that causes apprehension of such contact in the victim.
