I would be pretty sure that her benefit 'entitlement' has been garnished. Still doesnt make the equation any better as she is getting slightly less but as a tax payer we are still paying her fines. The fines of course go to the Justice Dept so it sort of makes it way back into the government system, less all the wasted time and admin costs of course.

richgamer: did you guys watch police ten 7 yesterday? a guy jumped on his friends car's roof while it was being repossed and was arrested for wilful damage and disorderly behaviour. the owner of the car was right there and he didn't tell his friend to get off his car's roof, yet the police arrested him. is this because when a car is repossed by the courts for unpaid fines the car is now owned by the courts? if not, why did police arrest this guy without a complaint from the owner?
