Could be a bit of both - and add in some who'd not cooperate as some form of protest / civil disobedience.

 

Bit of a fail when 10% "self select" themselves out for unknown reasons - especially when you're looking for data trends.  You'd probably get more useful data from a much smaller survey with 100% compliance, participants selected at random.

In my case it's not apathy - it's antipathy, which requires significantly more commitment.

 

On a serious note, a potential down side of an electronic census is that there isn't an actual piece of paper on the fridge or coffee table - which is a good reminder to do something.  Too easy for people to forget without it.

I think that we need to accept here that times have changed. Unfortunately, we have a large section of our society that for whatever reason feels no sense of community or obligation to partake in it. This is reflected in the abysmal turnout when it comes to voting (especially at the local body level), the census, jury duty and things like that.

 

It's actually quite sad...
