Except for perhaps Amazon Prime videos, I do not believe it's by IP address. I've been ordering from them for a number of years without hiding my IP address, and no issues. The billing address they have on file for me is in US though.  There are several things they will not ship to NZ though.  Kindle ebooks are fine, but things like DVDs are not.

Amazon tracks buying patterns and matches these with IP address, email address of account, credit card issuing country and delivery address. I don't know at what stage a red flag gets set but once its set the account gets locked. To get an account reinstated can take months, phone calls to them, letters, emails, and is not guaranteed.

Physical goods shipped to physical US addresses are usually okay as they comply with the licensing terms UNLESS the supplier also requires them to have been bought with a US credit card. This is outside Amazon's control.

Just curious how you know this bit about the IP address?  Maybe you're right, but it's been 8+ years of me ordering things without ever masking my IP. Never had a problem.
