Why? The same amount would be paid if the bumper was in perfect nick. The fact that there was other damage is irrelevant.
betterment? My partner backed into a car and left a ring where the exhaust hit. She waited for the owner( outside our house) she got a quote of around $600 to have entire bumper resprayed. Which is perfectly fine if the mark we made was the only one, but the bumper was covered in marks. As my excess was $300, I offered them $150 or their could try their luck in court. We did not go too court

Yes - $200 is certainly a good price.
We have an old beater (late '90s Pulsar) which avoids most of these issues - every panel in it is pre-dented pre-scratched, or both, even the inside has been partially eaten by our (late) dog. We have other cars which I cherish, but never use as "daily drivers".

I agree

$200 is cheap, but the bumper need not come off, so a panel beater filling the gaps, sand, spray two coats is a quick and easy job I expect

I had some rust removed and the roof panel repainted (involved removal & refitting of the windscreen, it hadn't been sealed properly when it was replaced previously, Grr!) and a big scratch from the rear drivers-side door removed & repainted. Was $1200 all up on a gloss black car. Proportionally, $200 just for a bumper doesn't seem unreasonable.

Depending on the model of the car, it may be more practical (easier) to remove the bumper. Saves having to mask anything off if nothing else.
