This was uploaded by user ingolfson

His talk page shows he's been active for many years.  I suggest you send him (or her) a message.  I can't see any comment relating to uploading of that photo.

Keep in mind that the Westpac was more likely something else in 87. Possibly Trust Bank.

I can't make much more out from a close examination of the note:

"... of the young woman who was brutally slain on these steps roughly 21 years ago more or ... she came from ... worked on my ... in Essex. May she rest in ... wherever she ... fairness she ... done better ... stayed ... But didn't ... that ..."

At least we now know that the "21 years ago" might not be 100% accurate.

I don't know much about Wiki's and how they work.  I've looked at Ingolfson's user page but can't see any way to get in touch with him.  Am I meant to just use the Discussion page for the photo?  Will that notify him?

Could be related to the 1979 murder outside a nightclub at the top of Queen street by Brian Ronald McDonald ?
Drive by shooting intended to kill a bouncer killed a 17 year old girl instead.

Yup, I know about that murder, I've already got it on my list:

 

On 34:30am, 1 July 1979, Margaret Bell, a 17 year old waitress at the Main Street Cabaret (now demolished), was shot in the head while waiting for a taxi after work. Two weeks later Brian McDonald was arrested and served 9 years for her murder. The evidence that convicted McDonald came from Bruce Speck and Gary O'Connor who the trial judge described as equally guilty with McDonald.  The bullet had been intended for the doorkeeper of a Queen Street nightclub, who had refused him entrance.

 

I don't know the exact address of the old Main Street Cabaret but I think it was much lower down on Queen Street.  I haven't found anything to suggest that Margaret Bell wasn't a Kiwi, and the date is out by eight years, but I guess it's possible.  I have a book at home that talks about this case in detail so I'll go back and read it.

You could either edit the user's discussion page (possible as an anonymous user - not logged in - I think), or better is to create your own Wikipedia account, make sure you verify your email, then when logged in you should be able to email the user via this page.  Looking at Ingolfson's history on Wikipedia - he went through a period where he uploaded photos of anything (and almost everything) like there was no tomorrow.  Whether he remembers anything about those particular photos is another thing.

I recall the 1979 murder at "Mainstreet" nightclub - as I used to go to see bands play at that venue.  It was shocking - and I think it took some time before the police solved the case.
I wasn't living in NZ for most of the '80s - but I seem to recall something about the murder you're investigating, so I also wonder if the suggested time period of mid/late '80s is wrong.

Mainstreet was about 4 doors down from the corner of K'Rd and Queen. Next door to where Surplustronics is now.

Well that would definitely put it in the right area then.  Maybe it is the 1979 murder then.  I'll check the book that I've got when I get home tonight.  Thanks for your help!
