Have you actually confirmed with the place that you won the prize from that you have to spend something? It may just be ambiguous wording and you may genuinely have won something. I'd give them a chance to remedy it before firing off emails to government departments.
If it is a baiting scam, then by all means, they deserve to have a large book thrown at them.
