In actual fact they don't. I had another thread on here once I found out a few months back. Once personalised plates have been stolen, they are blocked by the police, and licensys are unable to make new replacement plates. If plates are recovered, all is well and block is removed. But if they are not recovered and vast majority aren't, then the plate design cannot be used again on the road.
I guess the only way around this is simply not to report them as stolen. Then you are breaching your obligation to NZTA's requirement to report stolen licence plates to police.
I have had (secondhand) plates (1-3 at a time) for last 10 years, then this year after splashing out $1,000 on a new set found this out after making the purchase. I was a bit gutted, and will probably not bother with them now. Mine are now specified on the insurance, however this has increased the premiums and if they are stolen, after $500 excess I'll only get 1/2 what I paid back.

Hmmm I dunno what to tell you - that was not my experience. Had my personalised plate I MUD I stolen off the front of my Hilux a year or so back. I just filled in the form, paid the money to Licensys and a new pair arrived in the mail. Maybe it's because I didn't bother telling the Police, but regardless there is absolutely nothing on the Plates website that advises once a plate is stolen it cannot be used - to the contrary, they give specific instructions on how to order a duplicate, and the order form even has a space to provide the Police event number.
The below is taken off the order form:
The following criteria must be met before the order to manufacture a new set of Personalised Plates can be accepted: •The applicant must be the person registered in respect of the vehicle. If the applicant wishes the plates to go on a vehicle that is not registered in their name then they must complete a transfer of entitlement to the registered person. •The original Personalised Plates must have been lost, stolen or damaged. •The applicant must provide the Personalised Plate Characters. •The Personalised Plate must be attached to the same vehicle. •The vehicle must be currently registered and licensed. •If the vehicle was stolen with the Personalised Plates attached, the owner must notify the NZ Transport Agency on 0800 366 988.
But I digress...... Getting back to the subject, If you want to be as pedantic as the insurance company, take out full insurance, stay overnight in the house for the first night after taking possession, then call the insurance company the next day and tell them you have to move out for repairs. Technically for most insurance policies you only have to tell them if it will be vacant for over 60 days (I know this is true for State and AA Insurance), but if you have stayed one night it is your primary residence, not a building site.
EDIT: It was a replacement pair of plates that arrived, not a single plate.
