As it's on Hamilton City Council land, why not email photo or link to the Council services section?. Their staff might provide information. Their online utilities map only seems to cover Wastewater/Water, but you could have a peak at that if you know exact location, could eliminate old drinking fountain location.

 Weren't they markers for the fire hydrant outlets in the footpath. They used to have FH and FP but unusual to see two together.

Yep - there was once things like that but I don't think these are them. Those had the FH or FP moulded/cast into the concrete - these don't have that. Also these look taller and have some sort of conduit terminal showing.
