I'm pretty sure shielded operation does not apply if he is within an aerodrome boundary.

 

Make sure you don't confuse aerodrome boundary with Control Zone boundary. The Control Zone boundary is the large area of airspace that requires an ATC clearance to operate in. The aerodrome boundary is essentially the fence surrounding the immediate aerodrome area.

ATC authorisation is required for all Part 101 operations within controlled airspace unless the operation is a shielded operation.

ATC authorisation is required for remotely piloted aircraft and free flight model aircraft on or within 4 km of controlled aerodromes unless;

• the operation is a shielded operation that is conducted outside the boundary of the aerodrome; and
• in airspace that is physically separated from the aerodrome by a barrier that is capable of arresting the flight of the aircraft.

As mentioned, log a request through Airshare. Ops can be approved up to 400ft in controlled airspace, but within 4km, this reduces to 200ft, and even lower again if operating under the approach paths to the runways. This information is available to the ATC's, and they can contact you approving the appropriate heights.
