Certainly anyone can transmit on VHF in an emergency.  I assume this applies to pan-pan (imminent distress) and mayday (immediate danger) situations.

It's a piece of cake to get a VHF operator's licence in NZ.  The coast guard offers online learning resources and online assessment.  Took me a couple of hours while watching TV.  It isn't that expensive either.
