Could be some kind of lamp monitoring. If that was the pole at the start of a circuit, they could measure current to tell how many failed lamps there are, and know if the lights are on or off.

It would save a lot of money, usually they turn the lights on and people go check them.

I've asked one of the guys that look after the streetlights, that's pretty much what it is.

 

The boring answer is that it's a controller for the Streetlight management system, the lights report status and are told when to turn on / off and the brightness level.
