I have an emotional support giraffe. Can that fly with me? I'll pay for an extra seat. It goes everywhere with me. To the pub. The zoo (causes real confusion). Bowling (I don't have to rent it shoes). So it should be able to go on the plane with me.
How does a miniature horse secure it's seat belt during turbulence? They're as heavy/heavier that a human - one of those getting airborne and landing on you during turbulence could kill you and is a totally different prospect to a guide dog etc.
Could you imagine in a small plane with no cockpit door a small horse getting into the flight deck (through turbulence/panic etc) and kicking the pilots in it's struggle to get out?

They get a steward/ess to help them - you'd just need to ask the horse to refrain from nibbling stewardesses ears - at least before they get to know them.

Bung: A problem with "service" animals was the way some people like Paris Hilton abused the concept by claiming that the dog in her handbag was one.
Guide dogs are a necessity tool, pets are an optional luxury.
Guide dogs are accorded higher status than pets, both in law and peoples esteem.
Guide dogs = trained by professionals and have passed formal behavioural assessments. Badly behaved dogs get cut from the program and get down-graded to mere pets.
Pet dogs = entirely random quantity. Could be a guard dog trained to attack strangers, trained to fight other dogs, trained to chase cats, not trained at all or if you're lucky, trained to behave in public - you just don't know what it's background is.
I've been bitten by plenty of pet dogs. Never once been bitten by a guide dog.

Got bit walking to school as a kid a bunch of times, got bit riding my bike and minding my business a couple of times. As an adult got bit by friends mentally unstable dogs that just didn't like males etc. Have several low socioeconomic neighbours with misbehaving dogs & their visitors with dogs that get off their leads occasionally and bale up pedestrians.
Pet dogs (as a group) are simply less predictable than Guide dogs.
