Look, I don't want to get too carried away, if I could perhaps get to near the level of Mark Knoffler, that would probably cover me I think. Would a $200 guitar and some lessons get me there? :)

You'll have to really put in the hard yards over at least 6 weeks to attain that level.

With that you'd be starting with quite an advantage over Mark Knopfler, considering he was self-taught. :)

Interesting bit of trivia about Mark Knopfler - he never used a plectrum, just his fingers.

His first guitar was a knock off Strat, so you should be fine.

I may just call him up, he probably wouldn't mind giving me a couple of lessons yeah? :)

Well, I bet Mark still sounds like Mark if he plays on a $200 guitar, so theoretically...yes!

However, I still say go hard or go home. Buy an ex-Slash in an auction and at least you'll have an investment artwork...!

SX guitars are a good (sub $200) budget guitar and usually have a very good action.
Avoid nylon (classical) string guitars if you are wanting to strum.
Just buy a set of extra light gauge strings for your guitar while learning.

Gibson's Learn and Master Guitar is a good course for beginner

This thread, especially the focus on Mark Knopfler, brings to mind a French and Saunders sketch about learning to play the guitar.  It's six mins long, so skip to the 2min mark for Mark's appearance, but the whole thing is brilliant and worth the watch.

The mention of tuning reminded me how difficult that is for many beginners. If you're going acoustic, the clip on neck tuners are the way to go I think, although I personally have not owned one for long periods.

I use the guitartuna app on my phone and it works really well. Also tried a clip on and they were much the same.

But only off YouTube. Thos lessons are totally over rated.

JJ Cale played a $50 guitar:

Why worry? Plenty of practice on your latest trick, you'll be twisting by pool come summer.
