Edit: where the dog is chained up to a tree, the base of the tree has raised the ground, so everything rolls away towards the fence.

From what I have read, dog poop carries diseases and it is not recommended to put dog poop in the compost bin for the vege garden.

Lazy is such an ugly word, I prefer to call it selective participation
On the picture you showed, it would be pretty obvious if you were mowing over poop, even in the moderately long grass. Perhaps it's not that?
Either way, you have some workable solutions, let us know how you get on.
scuwp: I still have no idea how dog poop floats across the ground magically and through small gaps in a fence. Defies all logic. Maybe older dried poop when hit with a lawnmower? The whole scenario seems very odd.
Maybe the neighbour only does a partial clean up and and leaves some poop behind in the gaps in the fence. Maybe they just run their mower over the poop and spread it around.... I have not seen how it moves about... definitely big lumps of poop have been found in the grass that my mower finds...

I am going with the simplest, easiest and no hassle solution: wear a mask when mowing the grass that has poop in it...

I would suggest putting some fine mesh on the fence in the area the dog resides. eg wind break mesh. This would stop it coming through the fence. Have you ruled out cats coming on your property? Mitre 10 and alike sell cat repellent. If you put it around the area it will change the cat habit.

Is this your polite way of saying the neighbour is chucking the poo over the fence? Because if it is, I agree that's probably what is happening.
That, or it's dog wee running under the fence.
