Only this morning I asked a van driver to move his waggon (with completly blackened windows) which he had parked in an angle parking bay right next to the entrance/exit of a public car park.

The problem was that it was impossible to see the oncoming traffic through or around his vehicle. A very dangerous situation indeed.

Thankfully he moved his waggon.

This was on Thorndon Quay, Wellington.

As per first page, 35%, this includes any factory tint on the windows.

Welcome to geekzone :)

Formalities first, could you please use full english words, rather than text kanguage? Thanks.

What windows are you wanting to tint exactly? All windows can be tinted to 35%, as has already been mentioned, bar the windscreen, for your average car.
