No it's not.

I was a lecturer last year on an NZQA L5/6 (Uni level) computing diploma. If any of my students submitted work typed like that, I would have returned it without assessing it, and given them the opportunity to make it readable before I assessed them as 'not competent'.

I mean come on, we are not the spelling and grammar police here, but capitalising every word in a sentence? It looks like ass (technical term), and makes people want to not help you, and instead discuss your capitalisation issue...
