richms: Go check out deal extreme - the cameras are only aboout US$20 for a cheap one with IR lighting - I spent more on the wire than the cameras.

Recording is a PCI card in a junk old computer (P4 2.something) with XP on it. The ugly software only works at 1024x768 so it looks pretty bad on a widescreen TFT but it "works"

Ex lease junk computers are $20-30 on trademe typically, just watch that it has satas in it so you can put a proper sized HDD on it for recordings.

With such a set up, would the software allow for remote viewing (ie. browser based)?

yes, but the crap software is IE only for motion as it has a poorly written active x control dating back a decade that it installs.

Mobile/firefox it serves up stills. I am sure ifyou spend more than $8 on the PCI card you will get better software, but its a start and the chips are generic and will work with paid software like webcamXP etc, but I only had any luck with a single input per card, as it didnt like switching inputs in webcam xp. Easier to buy 3 more cards than troubleshoot it ;)

Are there any systems where the cameras are powered over the signal lines (RG6 or whatever)?

I pulled some CCTV grade RG6 and some cat5, using the cat5 for power and the rg6 for video, so I can go IP cam when they are not stupidly priced and there are affordable switches that let me vlan the ports so that you cant hack my whole lan from an outdoor camera.
