If you have read the letter - as seen on Target the RF levels in a house was causing a family health issues. This has been the case with me ever since I have moved in, therefore I would have to assume it has some relation unless it is a complete coincidence.

The Target program is merely about people who think, falsely, that there is such a connection between RF levels and ill health. I'm not sure how this implies that you should think in the same odd way.
i remember seeing some woman on some show (maybe target) who complained that the artificial sweetener in her chewing gum was causing her health problems. She stopped chewing the gum, her health problems went away, so it must have been the sweetener, right? (never mind the fact that she chewed gum *constantly*, probably more than anyone else in the world, and her stomach was probably producing acids to dissolve food that never arrived)
i do agree with the OP's statement though: "it has some relation, unless its a complete coincidence" ;)
on a more serious note, i'd certainly be getting someone to do some power supply checking. it certainly doesnt sound normal. as to whether it is affecting your health, perhaps that is just a conincidence. if the health problems started at the same time that you moved into the apartment then it could be *anything* in the apartment. Maybe some cheap paint was used, filled with lead or mercury. Maybe there is a mould growing in the walls. Maybe a dodgy water pipe or faulty sewage connection. If you havent seen the TV show "House", then perhaps its time to watch a few episodes - they're always ransacking houses and apartments looking for toxins :)
