Seems a bit grey this rule taken straight from the Road Code:
CellphonesWhile you are driving, you cannot create, send, or read a text message on a mobile phone or use a hand-held mobile phone to make or receive a phone call. This includes accessing online services in any way.

You can, however, use your mobile phone to make, receive or terminate a telephone call while driving if the phone is secured in a mounting fixed to the vehicle and you manipulate the phone infrequently and briefly.

You can also use a mobile phone while driving to make a 111 or *555 call if it is unsafe or impractical to pull over and stop in a safe place at the side of the road to make the call.

There's some good stuff in there - note the no day dreaming! I will have to show the kids that they are potentially breaking the law by being so noisy. Lol!

Driver distractions

Anything that takes a driver's attention away from the road can be a potential hazard.

You should avoid or minimise the following distractions when you are driving:
?looking at things on the roadside
?looking at scenery
?talking on a hands free cellphone
?talking to passengers
?noisy children
?pets
?eating food
?lighting a cigarette
?adjusting radio or climate controls
?daydreaming
?tiredness
?reading maps
?objects moving in the vehicle
?electronic gadgets
?reaching for items in the glovebox
?cleaning the inside of the windscreen.

The road code is just a "guide" 90% of the time tho... you have to see the legislationfor the actual "rules"
And then you have Police "interpretation"...

Cleaning the inside of the windscreen cracks me up... "I'll just let it get worse so I can't see at all then!" lol

Last summer we were driving back to Wellington and three Subaru were racing each other and passing in dangerous places. I asked my wife to take note of the plates. A few minutes later we saw a police car on the side of the road, and I parked behind it... Talked to the officer and gave him the numbers. He contacted another car ahead of us and passed that on, so they kept an eye out to see if they could catch those guys.

I guess in America if you parked you car behind a police car and jump out, walking towards the officers they would get all jumpy...

That's way to advanced for the NZ Police, besides it would take quite a few text messages back and fourth to get the required information suitable for dispatch/followup.  Opening it to text messages and the like also leaves the system ripe for abuse.

Well its good to hear that at least the poilce do follow it up. Even if its just a letter.

Have not heard anything back from them though with regards to two reports I have submitted. Just an automated message from the system telling me that they have received it.

Anybody ever received one of these letters?

You only ever get an automated reply. I once put in one of the fields "does anyone read these" and a policeman called me 5 minutes later.

As timmmay has said, I don't think they send anything back anymore except the confirmation email.

FWIW, when I made my first report back in 2004, they originally did send out out a confirmation letter via post to you (and freak out members of my household who saw the NZ Police enevelope and ask what I had possibly done wrong).

IIRC you should get a delayed standard form email confirmation/response (not an instantaneous one) indicating the person who is incharge of dealing with these reports has finally got to yours in the queue to process. (Check the times you receive those confirmation emails)

That said, it's been over a year since I last submitted one so it may have changed yet again.

Last time I tried to fill in one of these, it asked not only for the rego, it also required the make, model and colour of the vehicle. Which A) is a lot to remember until you can pull over and jot down the details and B) requires being able to identify unfamiliar models or those with no insignia. Not to mention trucks or buses which are custom jobs.

If you get the rego and color you're probably ok. Without the color they reject it entirely.

I don't get much time for websurfing these days, and I spend what I can at Pharyngula. But I never considered I'd left GZ, and one or two others of my favourite sites. You might see a little more of me back here as time goes by!

When the TCF(Traffic complaint form) is completed it is sent to a small team who then verify some of the details. They will contact you, ONLY, if they need more information or cannot decipher something. They will send you an automated email acknowledging your report. As already pointed out, vehicle details are important, as a lot of people will transcribe rego details, even when looking at it and call *555, imagine the form being completed hours later.
They then send a letter to the registered owner, notifying them of what was seen. This applies both for private individuals and companies.

When a TCF is completed online, there is the possibility that it will result in some form of enforcement. BUT as pointed out, this is best done via a formal complaint. For a TCF to result in an investigation, and either an infringement being issued, or other form of enforcement, there would have to be certain criteria met;
Eg Number of complaints about vehicle or registered owner (and time frame) as well as nature of complaint.
