problem is that a locked phone will still make emergency calls, have had it happen several times with my old phone when in the bottom of a bag with stuff sitting on it.

True, and its a PIA 'feature' that can't be turned off. I've had to replace one user's phone with a clamshell after 111 started charging him for too many pocket calls.

Can be useful in some situations: Thieves pocket-dial 911, leading to arrest etc

I had to call 111 today for a neighbour. They asked to confirm my number even though I called from a landline & they read it out to me.

I don't have an issue with them wanting to make sure they can contact you if they need to
