Remnants of an old-style rotary-dial public telephone.

It's here;

https://www.google.co.nz/maps/@-37.7951606,175.2541559,3a,75y,205.48h,64.59t/data=!3m7!1e1!3m5!1sCTHjy3kETHeZVCeacPqq2g!2e0!5s20151201T000000!7i13312!8i6656

The Telecom pad in the ground a couple of meters in front of it may be related. 1st Google Maps image is from 2008 and there was nothing else there then either.

Ask the council. I presume its on their land.

Ask them :-) If they don't know then maybe you can secure ownership of the land :-)

My best guess is perhaps supports and cabling for an old phone box or two.
