Um... so what is the point of the gift concession at all then? Nothing valued up to $110 (gift or not) will incur duty or GST anyway.

The gift concession has existed for a long time.. And remember tariffs on many products (such as shoes and clothing) used to be very high.

Why would they include that if de minimus did not apply to gifts?
My understanding after discussing this issue with somebody at Customs last year was that the de minimis did not apply on top of the gift concession.
The legislation itself isn't that clear, so it could well be that what they've told me isn't entirely correct.

My reading of it on the customs website as below, does say that the $110 allowance is per gift in the package, if they are each for a different person. So from my understanding, if there are 4 gifts in the parcel for 4 children, each has a concession of $110, so that would be $440.
Gift parcels (where the contents are intended for more than one person) with a total declared value in excess of $NZ110 may be allowed multiple gift allowances, provided the separate identity of each recipient can be established. However, the concession may not be combined by multiple persons on one item
Legislation IMO shouldn't have money amounts written into the law, as they get outdated very quickly, and don't take into account inflation and other price prices associated with having the fee. There should be a central gov department that manages charges and keeps them up to date, and legislation should refer to that. But I guess that makes too much sense.

I wonder why that doesn't happen. Would save so much hassle and make so much sense. Some of the amounts inlegislation (and this appears to be a prime example) is out of date within a few years.
