What is determined the average if hours vary each week? Is it the past 12 months/since Jan 1st/past 4 weeks?/Other?

If you work only some of your normal hours, should you be paid for those hours + the full wage subsidy?

Example: 80% normal wages is more than $585.80. Business can not afford to top up to 80% so passes on the full subsidy, and pays the full subsidy only. Business is closed, I don’t work any hours. No issues

Lv3 the business can open. Employee can now do some hours. Those hours worked should be at normal hourly rate + full wage subsidy?

What’s happened is the employer has paid about $200 as wage subsidy and paid the hours worked at normal rate to make it up to 80% of normal wages. This doesn’t seem correct?
