You're right, they don't have telecom NZ dimensioning unreasonably small backhaul sizes, or the limitation of international carriers to ones that use a cable that is majority owned by telecom NZ.
Last I looked, Australia was similar to NZ in that most of what they get are US or UK sourced TV shows via bittorrent. In what way do you see Au differing from NZ in that the sale of a 1TB or greater plan for less than a typical days wage is not possible here?
