Essentially the road code rule is the same for both the turning bay flush median and center flush median:  

You can only drive onto the flush median to:
- wait to move into a gap in the traffic flow after you have turned right
- slow down and wait before turning right

In the converse: If a vehicle not engaged in slowing down or waiting - it is performing an illegal act.

OK, my turn for a question, specifically for this intersection: http://maps.google.co.nz/?ie=UTF8&ll=-37.950562,177.00018&spn=0.001324,0.002124&t=h&z=19

I'm often heading west down The Strand and need to turn left into Wairere St. I indicate left as I approach the intersection and most of the time this isn't a problem. However, sometimes there's someone coming out of Toroa St, wanting to turn left onto The Strand. They see me indicating left and think I'm coming into Toroa St, so I've had occasions where they'll pull out in front of me.

What's the correct way to indicate etc in this case?

Not indicate till you are past the previous intersection would be my expected result, you cant give the suggested minimum 3 seconds because you are not approching the intersection you are turning at for more than 3 seconds.

What does "passing a flush median" mean above? Does it mean "travelling over a flush median" or "travelling past a flush median"?

Didn't the Police in Christchurch (May 2006) ticket people (see http://www.highbeam.com/doc/1P2-12199612.html) for the preparing-to-turn-right use of the flush median?
