What I see happening is a juicy new market for the gangs. Cigarette smuggling is already occurring and the more expensive they become, the more illegal profits there will be. Talk about creating a market!
This is already a massive problem in Australia... Not smuggled ciggies, but tobacco... "Chop-chop".
Duty free cigarette and tobacco smuggling into the UK from continental Europe has been going on since I can recall. The UK had very punitive taxes on tobacco products at a time when places like Greece, Spain etc did not. The dodgier types used to hire vans and drive down from the Grim North to load up and hope not to get caught coming back so they could hawk them round the less salubrious pubs and clubs in holdalls and flog them at half the cost of legit ones.
I'm pretty sure I've even seen old episodes of The Bill cover it :D
The "chop-chop" has been an issue here since the early 90's.
Ciggies here are about $25 for 20 (I saw a guy paying for some in a servo 3 weeks ago and nearly keeled over!)
Vaping can help stop this. It gives people an option.
Yeah they've gone up alot alright when I was in High School in 81 a pack of 20 Benson and Hedges cost $0.98 now they're $25.60 for the same thing
