It's for the Apple Intelligence camera features. You've always needed an iCloud subscription to use HomeKit Secure Video storage, so this isn't really a new requirement.

 

However, I suspect that more Apple Intelligence features will require an iCloud subscription in future. They're not going to give it all away for free.

Well, no HomeKit Secure Video actually works (mostly) locally. It’s just for the storage that’s required it needs a subscription.

Yes, but its a big jump from $4.99/month for 500GB and HKSV to $16.99/month. But if the increase in price is only required for additional features and we can still use it as we do today for $4.99/month then I don't see an issue with charging more for additional capability which is optional.
