So my friend lives in a house in albany,

rents off property manager, owner lives overseas.

he wants UFB,(he is in zone) can he pretend to be home owner for sign off (consent) or how does it work?

would like an answer from maybe someone who has been in the situation.

The property manager likely has the permission of the owner to sign any documents after consultation.

You should talk to them find out what is needed, you may need to write a letter/something outlining the process for the property manager to relay to the owner to avoid any lost in translation issues though.

I suppose he could, but he might get into legal trouble for knowingly making a false declaration or something.

Once the UFB order has been placed Chorus will seek out the person responsible for the property, be it the property manager or the owner.
Unless your friend can pick up the property manager/owner's phone when Chorus ring about consent, or can intercept their mail he's probably not going to get too far with pretending to be someone he isn't in order to get the consents signed quicker.

He'd be better off talking with the property manager about it directly, so that they're aware of it and can contact the owner if need be.

If I was a landlord and found that a tenant was deliberately falsifying my signature on documents to get unauthorised work done on the property, I would evict them forthwith - and probably also lay a complaint with the Police, and/or take legal action to cover the cost of having the property returned to its original state and any damage made good. I doubt the tenancy tribunal would have a problem with the eviction, given the reason.

It's not his property. He should talk to the property manager. Otherwise he may be in a world of legal hurt (and looking for a new place to live).
