If that was the UK, it would have been put there by Rumanian ne're do wells to read credit cards used in the cash machine.

chevrolux: It's a BUDI box (i think that's what they call it). Just simply a distribution point for multi-tenant buildings. No splitter or anything special, just a patch panel really.
It will have a 12-Fibre (or something around that size) come in to it and then the smaller duplex's from each tenant is run to it. That building looks like the Roslyn shops so obviously atleast one of tenants has requested fibre so they stick that box in straight away to make it easy for future tenants to get fibre.
