That does look like a fibre spool, but I've never heard of OCL... but that doesn't mean much because I hadn't heard of HFS before they started the rollout here in Whakatane.

Mine, the half inch ones were red, they are the termination at the fence line. I forget the colour of the large runs that they ran down the street

Ducts in different areas are different colours ..

Chorus is green cos they use ericcson gear
Ultrafast is red cos they use hauwei gear
Etc
