One of our sites has a very poor internet connection and always has. A couple of years back a new cabinet was put in (about 200m away) that promised the salvation of VDSL.
Unfortunately we have a high noise signal on the circuit.

I'm getting pretty frustrated with my ISP and their lack of proactive help in trying to find and fix the source of this problem.

1) Is it possible to 'fix' high noise on a line?
2) If yes, who can find and fix the problem (e.g. new copper trenched in)?
3) Is there anyone who can do this in the Kapiti region?

This is for a work site so I'm not averse to spending a few bucks on this to finally put the matter to rest.

In the past for work stuff, if I truly believe the fault is with the Chorus network I call the ISP tell them I'm willing to pay what ever Chorus want to charge even if it's a no fault found and to please send out a technician.

Do you have and ADSL or a VDSL connection?
Do you have a master filter installed?
How old is the building/ inhouse wiring?

No, I don't think so
Old - guesstimate 50 odd years.

I suspect the copper is the issue (noticeably poorer performance on wet and damp days) but want to have this verified with a plan of action.

No, I don't think so

Probably - but is it the 50-year-old copper inside your building (which is your responsibility) &/or the copper outside the building (which is Chorus's responsibility)?

On the balance of probability it is your in-house wiring.

Take lxsw20's advice (above) and be prepared to pay to have it fixed.

If I was in your situation I would have a VDSL master filter installed, with a new dedicated cable to your preferred modem/router location.  (This will isolate all your old internal phone wiring from your xDSL connection - and will also help ADSL or VDSL performance)

Those prequal results indicate the route between the DSLAM and your property is much longer than 200M.

Where was your quoted downstream attenuation measured? - from your modem, or by Chorus outside your building? [it can make a big difference]

According to the SG DSL Speed Calculator, your downstream attenuation of 41dB suggests a line length of 2.5km.

If you are measuring attenuation from your modem, at least part of that attenuation could be due to faulty in-house wiring.
