Hi All

My father has a @hotmail.com address and when people from the Waimakariri Council send things to him they are not received. I checked for any rules that might be causing this and there are none. Other emails are received fine. So I set him up with a @gmail.com address and the same issue applies. In the end I had the council email me at my @icloud.com address, which I received fine, and which I then forwarded to him, and which he then received fine. I know that the council have his correct email addresses as they CC'd them into the email they sent to me.

Now, we are having the same issue with emails coming from Canterbury District Healthboard.

I'm starting to wonder whether govt / council bodies have issues sending things to hotmail or gmail addresses?

Any ideas?

Perhaps these councils/entities have badly configured emails settings - SPF, DMARC, DKIM and bad IP addresses in general? Perhaps contact them to have it investigated from their side?

Any thoughts on how you’d get through to the right people?

@freitasm could be right.

Can you explain a bit about what we're looking at here? The domains the emails are coming from are wmk.govt.nz and cdhb.health.nz.

If DMARC, SPF, DKIM records don't exist or are wrong then receiving servers are in their right to ignore the emails as possible spam.

Apologies latest cdhb email hitting my Gmail came from a cdhb.health.nz seems to tick the boxes. None the less it should still deliver your email, even to spam.

If someone at the Canterbury District Healthboard are trying to send their email through their regular ISP they will probably have problems.

Their DNS is set up with SPF that only allow their mail servers to send email.

cdhb.govt.nz    text = "v=spf1 ip4:159.117.1.62 ip4:159.117.1.63 mx -all"
cdhb.govt.nz    text = "v=DMARC1; p=none; rua=mailto:ISEmailTeam@cdhb.govt.nz; adkim=r; aspf=r; pct=5; sp=none"

I would expect emails to be blocked before the spam folder if they are coming from any other server than the one set up for MX and those 2 ip-addresses.
