Hi,
has anyone got any idea what these speedtest results mean? All taken within 10 minutes of each other:

New York: 0.20 download; 0.45 upload
Christchurch: 0.71 download; 0.67 upload
LA: 2.42 download 0.43 upload

LA is consistently showing much higher than anywhere else. At times it's even well over the modem sync speed. 

These are typical peak hour speeds (forget YouTube) over the past few weeks. During the day they are up between 1.5 and 2.7 typically.  Is this more likely to be ISP issues or local line congestion?

As long as your modem sync rate is not up and down like a yoyo I'd say congestion. You'd normally expect your local speedtests to show a consistently full line rate result so again this points to congestion :( . This is of course assuming that no one else is using this connection at the same time as you're testing...

and tracerts to the various test server sites, someone here will be able to help you in teh right direction to understand what is happening or how to fix it.
