The best ISP in NZ is the one that best suits your specific needs. There is no single best ISP.

options:
Price
Performance
Service

Pick two, you can't have all three.

These ISP's offer the best consistent performance and good service/support (but are naturally more expensive):
- Telecom, Telstra, Snap, Maxnet, Iconz, Actrix, Inspire

These ISP's are cheaper than those listed avoid but are plagued by inconsistent performance and often have peak time congestion issues:
- Vodafone, Orcon, Xnet

I would avoid these ISP's they are the cheapest but they often have horrible service and performance:
- Slingshot, Worldnet

There are a bunch of other ISP's not mentioned which are mostly tiny virtual ISP's just reselling one of the bigger ISP's services, not worth the risk usually.
