not really. I worked at telecom call centre and a lot of times people called to see if BB was available at a property they were looking to buy. We would then run some tests and send for further tests to get a clear picture. The ports are allocated straight away if available or put on a waiting list if not available. These tests would normally be done in a couple of hours.
I personally too checked internet availability before I bought a house.
