g7viz: All that has happened so far is LLU. Real regulation is about price controls and other social obligations that can be put on to telecom. If the goovernment put in place a NZ OFCOM (OFCOM is the regulator in the UK) then you will see some real change.

I understood that the legislation has been passed to seperate Telecom to facilitate LLU.  I would accept that LLU is not a reality yet.

well you could always say this has been a real cash cow for the American owners and Im sure they have there money back many times over at our expense.

After all they brought Telecom to make money as a business.  Thats what its all about in the corporate world.

Should the goverment inject money to compensate Telecom for the loss they are about to incure.  (bit like Air New Zealand ok slightly different they where going broke)

I think all the companies out there that want to jump on this gravey train carveup should be splitting the running costs of the core network split between them.  Newcomer should be added to the mix and the costs involved split equally - I read this somewhere and may have been to do with co relocation of cell sites.

I think its a decentive for Telecom to invest in new services and we the consumer will prob loose at the end of the day.

That has not been the experience in the UK.  BT is starting to make more money out of data than voice.  They are rolling out C21 network (IP network for everything) across the country, prices are falling and they are rolling out new services like IPTV.

Brad, you are quite right, NZ is not Britain.  However, Telecom is going to have to adapt to the new regulatory envronment.  If it choses not to invest then the telecom competitors will start introducing new services.  NZ Telecom need to stay ahead of the game to keep a competitive advantage.  BT decided to invest and it has paid dividends.  It will be interesting to see what telecom management decides to do.  Vodafone will not take any hostages and they have the financial muscle to invest.

Well, that was quite a hornet's nest.  But not so many thoughts on my question of how Telecom should actually be separated - given that the government has decided to do so.
