Are the wholesale costs greater for using the ONT for VOIP in addition to internet, or did I imagine that?

So basically I just need a basic router that supports VLAN tagging (any recommendations?) and a SIP client for my iPhone (got) to get going, right?

You imagined it - at least on the vast majority of GPON plans, they include the ATA port rental as part of the wholesale price. Wholesale prices are all public information so you can view these for yourself.

With Baseband IP looking to ultimately replace POTS it makes sence for Telecom to use the ATA port and adopt the same provisioning for both the ISAM-V cards and UFB customers model back to the VoIP cards in the NEAX's.
