But Telecom are investing - the problem is their whole future is based around their NGN which almost seems to be a case of vaporware.

Why do you call it vaporware? Ive seen some of it in action, and I know there are people trialling it.
My guess is that they will launch a pretty full on service, that will blow away most other offerings... but not till its very ready...
