When a friend was looking for a house to one that didn't have any phone connection at all (it was a renter for its previous owners), they got the sellers to get one connected before settlement. Their lawyer said it wasnt the first he had to go thru that for either as it is just so important.

freitasm: people should realise broadband access is as important as getting a house close to school (if you have kids) or to a bus stop (if you commute).
People should not only check that internet is available but get estimates of the line speed just to make sure its not to fringe.
