It definitely looks like alarm cable to me as well, the red/black is a giveaway.

mrbarnsey: ...  it appears that the installer reused a Cat6 Cable that was specifically wired into the garage when we built it to provide internet access out there ...

I have to ask the burning question, as nobody else has after a week of discussion ...
Why do you need internet access in your garage?

I came across a house the other day that had the line wired by a sparkie, who had use a 2pr internal phone cable that had white/blue red/black colour code (Solid core, 0.4 conducter weight).  Which apparently had been imported by a wholesaleing cable company from asia for use in nz as it was cheaper than homelan and Cat5e.
