I'm sorry but what are these unreasonable qualifications? I don't think i ever recall being able to walk into a lines company (or Chorus since they own alot of poles too) and just ask to slap some cables up.
I accept that - of course you should be qualified to meet safety requirements. The best example I can describe is becoming a chorus customer, where up until recently they wanted a $50k deposit. In terms of the lines co wanting a assessment on each pole which costs $600 is pretty much a way to prevent competition to the lines companies own future plans. I very much doubt it would cost that if they were to do it internally. But hey... thats business and you just gotta deal with it.
