From what I spoke to the guy from downer they would have definitely installed my connection over the existing overhead line, but they still wanted to do all three properties at once and won't proceed with just my house without consent.

gished: Really!? When I spoke to the property manager suggesting if he could do this he said he called Chorus and they told him they needed the owners permission.

The agreement the owners signs with the property manager usually includes a delegation clause for such things. I have two properties managed by Barfoot & Thompson. They can do pretty much anything......though they would typically ask me anyway as they know I'm available and I do respond. But - technically - they don't NEED to.

gished: A while ago there was a review of how installs were managed where consent is required. Has there been any further progress on this? I've got a neighbor who has fallen off the planet/moved back to China leaving only an email address with their property manager - and the property manager claims they aren't responding. So I'm sort of hoping these proposed changes go through.

The Chorus guy I was talking to today indicated there was some kind of process they can go through when the property owner simply doesn't respond to a consent request. They haven't said"no"....
