It's all well and good to upgrade the cabinets, but Chorus also need to improve the copper lines going out from the upgraded cabinets.
My local cabinet (Okoia) was upgraded 3 years ago, but only 3 houses along my road currently have ADSL. The main reason being loading coils.
I've talked to several Chorus line repair guys, and they've all said they don't get paid to remove loading coils... so they won't remove them!

To be fair it's been a while now since I've worked on the Chorus network properly, but the it used to go was we got the order to run jumpers in the exchange/cabinet to get the DSL hooked up. That didn't work as there was loading coils on the pair group. So then a 'FB' service ordered was issued for us to go out an fix it. We were just provisioning tech's so sometimes we couldn't get the customer off the loading coils right away (we didn't carry proper jointing kit etc, but sometimes the coils were just on the feeder side of a cross-connect cabinet and only on a small group) but the process was to simply send it to 'Cable' and one of the cable guys (maybe even @InstallerUFB ??) went and sorted it.
