When you say Chorus UFB Area, I don't have UFB in my area as yet?
it was TFC or comcom that required that.
Personally i think it's dumb.
Chorus is allowed to do vectoring in other LFC areas, just not their own.

i.e if we already do, or will eventually be, providing UFB to your address, you will not get vectoring.
I think there are a small number of exceptions where it is UFB2+ and a number of years away, etc. but for the most part if you are going to have UFB by 2020ish, then we have not deployed vectoring cards to those cabinets.
Not only are there some restrictions as mentioned by Hio77, but the cards cost real $, so the ROI wouldn't stack up when they would be empty in a few years as fiber rolls out.
Also, if you are served by an exchange building with multiple DSLAMs and not from a cabinet, you wont get vectoring (technology limitation, vectoring doesn't work when multiple DSLAMs feed the same cable bundles.).
